Effectiveness of Employment Policies and Social and Human Development in Morocco: The Mediating Role of Socio-Professional Integration

Abstract
This paper examines the effectiveness of public employment policies in Morocco and their contribution to social and human development, highlighting the mediating role of socio-professional integration. Drawing on six complementary theoretical frameworks – human capital, entrepreneurship, neo-institutionalism, social protection, human development, and decent work – the study demonstrates that sustainable labor market integration is a key driver to reduce unemployment, promote equal opportunities, and enhance citizens' well-being. The proposed conceptual model shows that active employment policies, institutional reforms, and poverty reduction programs positively influence social and human development through improved socio-professional integration. The paper offers insights for designing more inclusive and effective public policies.
